In recent days, there has been growing public conversation around the need for meaningful, issue-based debates during Nepal’s elections. Civic Space Nepal welcomes this momentum and the renewed public interest in strengthening democratic dialogue.
Civic Space Nepal has been working on the idea of credible electoral debates well before the current wave of discussion. Our long-term objective is to elevate the culture of debate in Nepal, from classrooms to communities and from youth platforms to national forums. Our work draws on over a decade of experience in debate, civic education, and democratic engagement in Nepal.
Building on this foundation, Civic Space Nepal is launching the Nepal Election Debates Initiative (नेपाल निर्वाचन बहस अभियान), a non-partisan, public-interest effort to make electoral debates a trusted democratic norm, not merely a one-time spectacle. Under this initiative, the flagship debate program Nepal Election Debates (नेपाल निर्वाचन बहस) is being developed with a strong focus on fairness, neutrality, and public relevance. Debate Network Nepal, the national debate organization of Nepal, is engaged as a technical partner, particularly on debate design, youth engagement, and public participation.
Our approach is guided by a clear and carefully developed methodology, covering how candidates are invited, how public questions are sourced and filtered, and how audiences, both in-person and online, are meaningfully engaged. These choices matter. Debates should inform voters, not inflame divisions; encourage ideas, not theatrics; and build trust, not noise.
We appreciate and welcome the many conversations taking place around electoral debates, including the different levels of willingness or hesitation expressed by political actors so far. Such discussions are healthy and necessary. We are committed to open engagement while safeguarding the integrity, balance, and public-interest nature of the process.
Further details on format, timelines, and participation will be shared soon. In the meantime, Civic Space Nepal welcomes feedback, suggestions, and expressions of support from individuals and institutions who believe that strong democracies are built on informed choice and respectful debate. We also look forward to announcing additional partners, including from the media, as well as the wider team supporting this initiative in the coming days.

पछिल्लो समय मुद्दामा आधारित अर्थपूर्ण निर्वाचन बहसको आवश्यकता बारे सार्वजनिक छलफल बढ्दै गएको छ । सिभिक स्पेस नेपाल लोकतान्त्रिक संवाद र अभ्यासलाई सुदृढ पार्ने सार्वजनिक चासोलाई स्वागत गर्दछ ।
सिभिक स्पेस नेपाल र यसका साझेदारले लामो समयदेखि विश्वसनीय निर्वाचन बहसको मुद्दामा काम गर्दै आएका छन्। हाम्रो दीर्घकालीन उद्देश्य नेपालमा बहसको संस्कृतिलाई कक्षाकोठादेखि समुदायसम्म र युवा मञ्चदेखि राष्ट्रिय मञ्चहरूसम्म उकास्ने हो । हामी र हाम्रा साझेदार नागरिक शिक्षा र लोकतान्त्रिक अभ्यासको स्तरोन्नतिका निम्ति एक दशकभन्दा लामो समय देखि क्रियाशील रहेका छौं ।
यसै क्रममा सिभिक स्पेस नेपालले नेपाल निर्वाचन बहस अभियानको थालनी गर्दैछ । यसको उद्देश्य निर्वाचन बहसलाई एक पटकको प्रदर्शनी नभई विश्वसनीय र संस्थागत लोकतान्त्रिक अभ्यासको रूपमा स्थापित गर्नु हो । यो दलीय पक्षधरतामुक्त सार्वजनिक हितमा आधारित पहल हो । नेपाल निर्वाचन बहस निष्पक्षता, तटस्थता र सार्वजनिक सान्दर्भिकतालाई ध्यानमा राखी विकास गरिएको छ ।यस कार्यक्रममा बहसको ढाँचा, अर्थपूर्ण युवा संलग्नता र सार्वजनिक सहभागिता सुनिश्चित गर्न नेपालको राष्ट्रिय बहस संस्था, डिबेट नेटवर्क नेपाललाई प्राविधिक साझेदारको रूपमा संलग्न गरिएको छ ।
हाम्रो पद्धति लामो अध्ययन र अभ्यासमा आधारित रही स्पष्ट रुपमा विकसित गरिएको छ । यस पद्धतिमा उम्मेदवारहरूलाई कसरी आमन्त्रित गरिन्छ, सार्वजनिक प्रश्नहरू कसरी सङ्कलन र छनोट गरिन्छ, र प्रत्यक्ष तथा अनलाइन दुवै माध्यमबाट सहभागीहरूलाई कसरी अर्थपूर्ण रूपमा सहभागी गराइन्छ भन्ने कुराहरू समेटिएका छन् । बहसले मतदातालाई सचेत बनाउनुपर्छ, अनावश्यक सामाजिक र राजनीतिक बिग्रह निम्त्याउनु हुँदैन; बहसले प्रदर्शनीलाई होइन विचारहरूलाई प्रोत्साहन गर्नुपर्छ; र बहसले अतिरञ्जना होइन विश्वास निर्माण गर्नुपर्छ ।
निर्वाचन बहसका सम्बन्धमा भइरहेका विविध छलफल र सुझाव स्वागतयोग्य छन्। यसमा अहिलेसम्म व्यक्त भएका विभिन्न स्तरका तत्परता वा सन्देह पनि समावेश छन् । यस्ता छलफलहरू स्वस्थ र आवश्यक छन् । हामी निरन्तर रूपमा बहस र यससँग सम्बन्धित प्रकृयाको निष्ठा, सन्तुलन र सार्वजनिक हितको पक्षको रक्षा गर्दै खुला रुपमा अघि बढ्न प्रतिबद्ध छौं ।
सचेत छनोट र सम्मानजनक बहसबाट बलियो लोकतन्त्रको निर्माण हुन्छ । यस्तै विश्वास राख्नुहुने व्यक्ति तथा संस्थाहरूबाट प्रतिक्रिया, सुझाव र समर्थनलाई स्वागत गर्दछौँ ।यससँग सम्बन्धित ढाँचा, समयतालिका र सहभागिता लगायतका विवरण चाँडै सार्वजनिक गर्नेछौं । साथै आगामी दिनहरूमा मिडिया क्षेत्रसहित अन्य सहयात्री तथा यस अभियानलाई अघि बढाउने टिमबारे पनि जानकारी सार्वजनिक गर्नेछौँ ।
